Our board makes all kinds of decisions. We prepare these decisions carefully. As a stakeholder, you will often have the opportunity to let us know in advance what you think of the (draft) decision to be taken.

When can you submit an opinion?

When we offer you, as an interested party, the opportunity to submit your opinion, we will mention this in the announcement of the draft decision in the Waterschapsblad (Water Board Journal). You can find our announcements atwww.officielebekendmakingen.nl.

If you submit your opinion by mail, please address it to:

In your opinion, you state:

  • your name, address, and preferably also your telephone number and email address;
  • a description of the draft decision to which your opinion relates;
  • the content of your opinion.

You have six weeks to submit your opinion. This period begins on the day on which the draft decision is made available for inspection. You will find this date in the Water Board Gazette in which the draft decision is published. 

What does HHNK do with your opinion?

We respond to all opinions submitted on a draft decision in a public consultation memorandum. In this memorandum, we indicate whether we will amend the draft decision in response to the opinion. If you have submitted an opinion, you will receive personal notification of the final decision. You will also receive the public consultation memorandum, which explains what we have done with your opinion.

We will also publish final decisions onwww.officielebekendmakingen.nl. We will make the public consultation memorandum available for inspection when the final decision is announced. If necessary, we can anonymise your opinion in the memorandum. Please indicate this in your opinion.

Do you disagree with the response to your opinion?

In many cases, you can appeal against the final decision to the administrative court. If this is the case, we will mention this in the notification you receive after the decision has been made. We also indicate the appeal options in the announcement of the decision in the Waterschapsblad (Water Board Journal). If you have not submitted your opinion, you cannot appeal to the administrative court, unless this cannot reasonably be blamed on you.
