Climate Active North Quarter grant

Spatial adaptation projects of municipalities may be eligible for subsidies. We have opened the Subsidy Ordinance Climate Active North Quarter (CAN) for this purpose.

Projects that make the living environment more climate resilient can receive up to 30% subsidy of the project costs. The scheme is designed to accelerate the implementation of these projects.

Implementation agendas

In 2020 and 2021, all municipalities in Hollands Noorderkwartier drew up Implementation Agendas. These Implementation Agendas list the first measures that will be taken in the coming years to make the living environment more climate proof. To contribute to this from HHNK, the Subsidy Ordinance Climate Active Noorderkwartier was created in 2022.

Eligible measures

The grant is intended for municipal projects that contribute to climate adaptation by taking physical measures, strengthen the core tasks of HHNK and relate to at least one of the themes below:

  • water retention, infiltration and storage;
  • a robust water supply and/or drainage system;
  • relieving the water chain and
  • mitigating the effects of flooding through spatial design.

These include:

  • restructuring of neighborhoods, where substantially more water is retained in public spaces through, for example, wadis and water-storing roads;
  • modifications to waterways, culverts and weirs to improve water supply and/or drainage;
  • or measures from Operatie Steenbreek, for example, that give water and greenery more space.

The grant is not for physical implementation measures when developing new construction.

Ineligible costs

Non-eligible costs are:

  • preparation costs;
  • costs of constructing sewers or a separate stormwater and sewage disposal system.

Application process

A total amount of €2 million is available for the scheme. The duration of the scheme is from 2022 to the end of 2026, with some openings. The third and final opening was from Feb. 1 to May 31, 2024. 

Determination

If the measures are implemented and the project is completed, an application for determination is submitted. The form below has been prepared for this purpose. With the form, a photo report, publicity notices, a cost statement and the completion report must be submitted. For other obligations, see Article 15 of the grant regulation. The application for determination is submitted at KANsubsidie@hhnk.nl.

Third and final opening

The third and final opening took place in 2024. We awarded grants to 12 projects in 12 municipalities.

Second opening 

In 2023, we awarded grants to six projects in six different municipalities.

First opening

The first opening took place at the end of 2022. We awarded grants to eight projects in seven municipalities.
