It's still a tall order!
Many colleagues who work on the program Improvement of Embankments (CBK-3) know the scope of the program. But it always remained a bit in the dark what the exact task was, partly because the review and reassessment was still in full swing. The final results of the reassessment are trickling in, so now we can finally take stock of the CBK-3:
Type of project | project number | Kilometers |
---|---|---|
Already ongoing projects ground bodies | 15 | 52 km |
Ground bodies projects yet to be launched | 34 | 109 km |
Total task ground bodies | 49 | 161 km |
Artwork projects already underway | 2 | 15 pieces |
Works of art projects yet to be launched | 2 | 5 pieces |
Total works of art | 4 | 20 pieces |
The new ground body projects consist for the most part of a simple task, such as raising green (grass) embankments or another type of task with a small intervention. So the estimation is that the lead times in planning and execution will be shorter and we will thus be able to improve 20 to 25 km per year. However, completing the 161 km task (current and new projects) is not feasible within the agreements to have all the rejected defenses in order by the end of 2030. We are therefore discussing with our supervisor, the province of North Holland, how to deal with this. We may need two extra years for the quay improvements and there is also a small area that can be programmed in the long term (far beyond 2030) due to its low cost-effectiveness.
For the engineering works, we now have two projects underway, namely the exploration phase of a lock and also 14 engineering works of permit holders. We expect to meet these well within schedule with the two projects yet to be started.
For those wondering what happens to the NWO task (non-water retaining objects): we have placed this task in the line organization. In the departments, action perspectives are drawn up within the duty of care processes on how the objects, (mainly belonging to third parties) should be managed. The NWO task is therefore not part of the CBK program, because no improvement measure is realized outside.
What is certain is that we still have a big task in the short time. Still, I expect that we can get most of it in order before 2030. This requires both HHNK and the window parties to have an efficient work process and no margin for running out of projects. As far as I am concerned, we will succeed!
