Duty of disclosure: what you need to know
When carrying out certain activities within the Water Board's operating area, you must provide information about your work. This is called a duty to provide information. On this page you can read what a duty to disclose means, when it applies, and how you can easily provide the required information through the Environment Counter.

What is the duty to inform?
The duty to inform means that you must notify us via the Environment Counter must let us know where and how you are going to carry out an activity that may affect water management. For most situations, this must be done in advance. In other cases, information must also be given after implementation. We then use the information to keep our data on the water system up to date. On this we can base our future choices to ensure safe, clean and sufficient water.
When should I provide information?
When to provide information varies by activity. Here are the most common situations:

For most activities, you must provide the requested information at least 15 days before starting the work. Consider the following types of activities:
| Different deadlines may apply to discharge activities. This applies both to a new activity and to changes in an existing discharge activity. | Certain activities also require you to provide information within two weeks of implementation. Often this is to confirm that the activity was carried out according to the information previously given. If anything has changed, please indicate this at that time. |
Permit Check
We recommend always doing the Permit Check through the Environment Desk. This allows you to check whether your activity requires a permit and what other rules apply.
How can I provide information and what information do I provide?
Providing information or reports is done through the Environment Counter. Here you log in with your personal DigiD or eHerkenning (for companies). In the Omgevingsloket you can:
- indicate the location of your activity;
- choose the form for the activity you are providing information about;
- fill in the required data and add documents, such as Maps or reports.
Acknowledgement of receipt
After we have received information from you, we will send you a confirmation of receipt. If the information provided is incomplete, you will be asked to complete it.
Cost
You do not have to pay for submitting an information requirement and processing the data.
Permission to use property
Is the location where you perform the activity (partially) owned by someone else? Then you need private permission from the (co-)owner. If that (co-)owner is the Water Board, please contact the Land Use Team via our contact form or via our general telephone number 072 582 8282.

Why is the information requirement important?
The duty to inform is important for a sustainable and safe water system. It allows us to:
- keep our data on our management area current;
- advise on the safe conduct of your activity;
- identify potential risks to water management in a timely manner;
- Ensure efficient cooperation and compliance with rules.
Frequently Asked Questions
Do I always have to provide information?
No, not every activity is covered by the information requirement. For example, a permit requirement or only general rules may also apply. Always do the Permit Check on the Omgevingsloket to check whether your activity is subject to an information obligation.
What happens if I don't give my information on time?
Failure to comply with the information requirement can pose risks to the water system. It can also lead to enforcement and possible penalties.
Can I change my information after I submit it?
If your information has already been submitted, you cannot update it directly. You must submit a new form through the Environment Counter. On this form, choose the option: 'Change previously given information about the activity'. With this you indicate which data you want to change or correct.
