Procurement and tendering policy

We are subject to tendering requirements. This means that we procure supplies, services, and works in accordance with certainlaws and regulations. Our procurement and tendering policy is leading in this regard. This policy was revised in collaboration with the other water authorities in 2025 and laid down in a uniform manner in Professional procurement with social impact – procurement and tendering policy 2025

The objectives of this procurement and tendering policy are:

  • Uniform market approach: We apply common principles so that market participants know where they stand.
  • Optimization of price and quality: We strive to achieve a good balance between costs and ensuring high quality procurement.
  • Transparency and traceability: We act in a clear and understandable manner towards market parties, thereby promoting trust and cooperation.
  • Acting lawfully: We comply with laws and regulations and apply them in a transparent and careful manner.
  • Professional commissioning: We spend taxpayers' money as efficiently and effectively as possible. We are reliable partners for market parties.
  • Social impact: Through our tendering and procurement processes, we contribute to innovation, safety, and sustainability.

The procurement and tendering policy sets out the water board's principles, preconditions, and frameworks for procurement and tendering. In other words, we have jointly agreed on the 'why' and 'what'. What is not described is how we will grow towards that ideal. The procurement and tendering policy therefore does not contain any implementation rules, procurement strategies, or regulations for setting up the procurement process.
