Procurement and collaboration
Union of Water Boards
In total, the water boards purchase about two billion euros annually. By organizing this well together, we achieve more. We do this for example in the Union of Water Boards: the association and employer organization of all water boards. The Union has set up purchasing cooperation organizations in the regions, the Regional Purchasing Cooperation (RSI). These have the task of promoting mutual cooperation in the field of procurement.
RSI-West
Together with Hoogheemraadschap van Delfland, Hoogheemraadschap van Rijnland, Waternet, Hoogheemraadschap De Stichtse Rijnlanden, Waterschap Hollandse Delta and Hoogheemraadschap van Schieland en de Krimpenerwaard, HHNK forms the Regional Cooperation Consultation on Purchasing West (RSI-West).
In this consultation we share our knowledge about procurement and tendering. For example, RSI-West exchanges a joint list of procurement packages, supplier evaluations and a monitor of sustainable procurement. In addition, we let each other know what tenders we have planned, allowing us to collaborate on them. Examples of jointly tendered projects are:
- Agreements for supply of chemicals for water treatment plants (PE);
- Electricity and gas.
Pure & Pure
Under the name Pure & Pure, drinking water company and dune management company PWN and HHNK have intensified their cooperation. We make our shared vision and mission concrete by working together in the areas of water quality, asset management, education, human resources and purchasing.
We also work with municipalities from Pure & Pure. By doing so, we want to achieve that we carry out work on the underground infrastructure at the lowest possible social cost. This cooperation should ultimately lead to a reduction in costs in the water chain, as agreed in the Administrative Agreement on Water.
Water Meets Water (WOW).
HHNK is a member of the Water meets Water (WOW) platform . This is an initiative of several water managers. WOW organizes and stimulates meetings, knowledge sharing and cooperation between all water managers in the Netherlands: Rijkswaterstaat, provinces, municipalities, port companies, drinking water companies and water boards.
PIANOo
PIANOo, the expertise center for procurement, was established by the Ministry of Economic Affairs to raise procurement knowledge among governments to a higher level. HHNK is happy to contribute to this platform and actively participates in discussions, working and specialist groups and other initiatives of PIANOo to further professionalize government procurement.
