Procurement and collaboration

Union of Water Boards

In total, the water authorities purchase around two billion euros worth of goods and services each year. By organizing this effectively together, we can achieve more. We do this through, among other things, theUnion of Water Authorities: the association and employers' organization of all water authorities. For example, the Union has set up purchasing cooperation organizations in the regions, known as Regional Purchasing Cooperation (RSI). Their task is to promote mutual cooperation in the field of purchasing.

RSI West

Together with the Delfland Water Authority, Rijnland Water Authority, Waternet, De Stichtse Rijnlanden Water Authority, Hollandse Delta Water Authority, and Schieland en de Krimpenerwaard Water Authority, HHNK forms the Regional Procurement Cooperation West (RSI-West).

In these consultations, we share our knowledge about purchasing and tendering. For example, RSI-West exchanges a joint list of purchasing packages, supplier evaluations, and a sustainable purchasing monitor. We also inform each other about our planned tenders, enabling us to collaborate on these. Examples of jointly tendered projects include:

  • Agreements for the supply of chemicals for water treatment plants (PE);
  • Electricity and gas.

Pure & Clean

Under the name Puur & Zuiver (Pure & Clean), drinking water company and dune managerPWN and HHNK have intensified their collaboration. We are putting our joint vision and mission into practice by working together in the areas of water quality, asset management, education, human resources, and procurement.

At Puur & Zuiver, we also collaborate with municipalities. Our aim is to carry out work on the underground infrastructure at the lowest possible social cost. This collaboration should ultimately lead to a reduction in costs in the water chain, as agreed in the Administrative Agreement on Water.

Water Meets Water (WOW)

HHNK is affiliated with theWater meets Water (WOW) platform. This is an initiative of various water managers. WOW organizes and encourages meetings, knowledge sharing, and cooperation between all water managers in the Netherlands: Rijkswaterstaat, provinces, municipalities, port authorities, drinking water companies, and water boards. 

PIANOo

PIANOo, the center of expertise for public procurement, was established by the Ministry of Economic Affairs to raise the level of procurement knowledge among government agencies. HHNK is pleased to contribute to this platform and actively participates in discussions, working groups, professional groups, and other PIANOo initiatives aimed at further professionalizing public procurement.
