programme Adaptation programme 2027–2033 Adopted

Our Executive Board has decided to allocate €1 million annually to help municipalities become climate-resilient. The programme Adaptation 2027–2033 programme establishes funding for the next seven years.

The programme on the themes of drought, heat stress, and mitigating the effects of flooding. The latter will receive special attention in the coming period. Part of the new programme the continuation of the existing “Klimaat Actief Noorderkwartier” grant scheme, which addresses urban flooding. From 2022 to 2026, HHNK has already awarded €2 million through a similar program to 26 climate-adaptive projects in various municipalities. This grant supported a wide range of climate measures.

"Klimaat Actief Noorderkwartier 2" Grant Program

The KAN2 focuses primarily on flooding in cities, towns, and industrial parks. Studies show that the risk of damage is greatest in these areas. The damage can run into the millions. That is why HHNK has chosen to allocate the subsidy where it will yield the greatest benefit. By focusing on retaining, storing, and either slowing down or accelerating the drainage of stormwater, damage can be limited and the regional water system can be relieved.

Portfolio Holder Klazien Hartog: “We need to look at everything in the broader context. It’s not about a single solution, but rather how all these elements together can contribute to a climate-resilient built environment. That’s what will benefit our residents the most. We’ll all have to do our part, and this grant will give us an extra boost to tackle bottlenecks.”

Residents of urban areas contribute to the costs of the water system through the water system levy. The subsidy is used only in cases where both the municipality and the water district identify solutions to bottlenecks and can resolve them only by working together.

HHNK is working with municipalities, the province, and PWN toward the goal of making the Netherlands climate-resilient by 2050. They are doing this as part of the national Delta Program for Spatial Adaptation.
