Which procurement procedure HHNK follows depends primarily on the value of the products or services to be purchased or works to be performed. Laws and regulations determine which entrepreneurs are admitted to the procurement procedure.

Threshold amounts for procurement forms

The procurement procedures we use depend on whether the contract is a work, supply or service and what the estimated value of the contract is. The chart below shows the threshold amounts we use to choose an applicable procedure for a contract (all amounts are exclusive of VAT).

The procurement threshold is an amount set every two years by the European Commission.

Single private contracting

HHNK approaches one company of its choice with the request for proposal.

Multiple private contracting

HHNK invites a limited number of companies, generally a minimum of three to a maximum of five, to submit a bid. We select these entrepreneurs on the basis of a number of objective criteria. The contract is published on TenderNed, but is only accessible and visible to companies we have approached for this tender.

National procurement

HHNK awards the contract to a company through a national procedure (public or non-public). A contract notice is always published on TenderNed, which is only open to the Dutch market. This national procedure is similar to the European procedure but has shorter lead times.

European tendering

Above the European threshold amounts, HHNK must put out European tenders. These contracts are always published on TenderNed and are open to companies from all member states of the European Union (EU). And under certain Requirements also for companies outside the EU (if they are affiliated with the EU through treaties). The most common procedures are: restricted, open and competitive dialogue.
