Roads in the municipality of Hoorn have been legally transferred

We are gradually transferring legal ownership of the roads in our management area to 22 municipalities and the province of North Holland. Hoorn is the first municipality where this process has been fully completed. The transfer aligns with our core mission: water management. In many municipalities, the management and maintenance of these roads have been handled by the municipality for years. The current efforts are therefore focused on formalizing that practice.

The road transfer is a meticulous process consisting of three interrelated steps. First, HHNK and the municipality jointly survey the parcels involved and reach agreements on the boundary lines. These agreements are then formally recorded in the land registry and surveyed. Finally, the legal transfer takes place through a notary. The focus here is on correctly executing the transfer of ownership based on the agreements made and existing contracts. For each situation, we carefully assess how any special circumstances can be resolved so that the ownership aligns well with daily management and maintenance.

Hoorn is the first municipality where ownership of the roads has been transferred. The insights gained from this process will help with the further implementation of road transfers in other municipalities.
