Until recently, HHNK was responsible for the management and maintenance of roads in 23 of the 30 municipalities in our management area. From Texel to Amsterdam North and from Uitgeest to Hollands Kroon. This responsibility has grown historically, but does not really fit in with our water management tasks. 

Roads to municipalities

Since 2014, we have been in talks with the municipalities in which our polder and dike roads are located to investigate whether and how road management can be transferred to the municipalities. In many cases, this has already happened. We currently only manage roads in the municipalities of Purmerend and Waterland.

A single point of contact for roads

When the roads are transferred, the municipality will have control over the entire road network. The municipality will then be able to make its own decisions about road design, new access roads for developments such as new housing estates, road closures for events, and issues such as lighting and trees. For residents, it will be convenient to have a single point of contact for complaints, suggestions, and permits. 

Road tax until transfer 

As of March 1, 2025, we have transferred the management and maintenance of 28 km of roads, including 11 km of cycle paths, to the municipality of Landsmeer. Because this transfer took place during the course of the year, a road tax will still be included in the water board tax assessment for 2025. The assessment for tenants was already sent out in January, and the one for property owners will follow this spring. We levy this tax to pay for road maintenance, so the proceeds from Landsmeer residents will be shared with the municipality of Landsmeer in 2025. From 2026 onwards, the municipality will charge the costs for the additional management and maintenance of the roads via municipal taxes.  

Since March 1, HHNK has only been managing roads in Purmerend and Waterland, totaling 214 km. We are in talks with both municipalities about the transfer of these polder and dike roads.
