Please note: As of January 1, 2024, the Keur has been replaced by the Water Board Regulation and the Maintenance Regulation. The regulations mentioned on this page will only apply to permit applications submitted before January 1, 2024.
If you wish to carry out work in, on, under, or next to surface water and flood defenses (dikes), you will need a water permit. By setting rules, we prevent flooding and water pollution. The Keur contains rules that form the basis for the water permit.
What does the Keur say?
The Keur contains the rules that the water board applies to the protection of flood defenses, waterways, and associated engineering structures. Together with the Water Act, national and European legislation, and the HHNK policy rules, this forms the basis for the water permit. The rules in the Keur are divided into:
- regulations stipulating who is responsible for maintaining waterworks, such as ditches or dikes. For example, keeping ditches clean or maintaining embankments;
- prohibitions, which are intended to prevent anyone from making changes to hydraulic structures that would prevent them from functioning (properly). For example, it is prohibited to build authorisation jetty without authorisation ;
- Obligations to tolerate, which stipulate that owners of land with or in the neighbourhood a water management structure must allow our employees and machines access for maintenance work. Sometimes landowners are also obliged to temporarily store water on their land.

The registers contain specific information and maps. These show where the rules and prohibitions in the Keur apply. We have two different registers: one for the waters and one for the flood defenses.
Every day, we check that the rules in the Keur are being followed. And we conduct an inspection three times a year to check our locks.
How it works
licence notification
If you wish to carry out work in, on, under, above, or next to our surface water or a flood defense, you will usually licence a licence . In some cases, a notification is sufficient, for example, if it concerns general rules in the Keur. You then proceed in the same way as when applying for a water permit. You submit an application to us. If it appears that your activities fall within the general rules, we will notify you that we consider the information to be a notification.
NB: The 2007 Policy Rules on Exemptions from Approval only apply to road works (Chapter 6). The 2017 Policy Rules on Water Permits apply to the water system and flood defenses. You can download both documents below.
