Measure 'Raising = compensating in low-lying areas'

The draft Water Board Regulation 2025 included proposals for rules for low-lying areas. The many responses we received showed that there was considerable concern about the possible effects of the measure. In response, on December 3, 2024, our executive committee decided to remove this theme from the proposed amendment to the 2025 Water Board Regulation and to postpone it until a subsequent amendment to the Water Board Regulation. In 2025, we entered into discussions with stakeholders to develop a version of the measure that would enjoy greater support and understanding. The final measure will be submitted in 2026 as part of the public consultation procedure for the 2027 Water Board Regulation amendment.

Information meetings 'When to compensate for elevation'

In 2025, HHNK held discussions with various stakeholders regarding the development of a new proposal for the measure “When to Compensate for Land Reclamation.” These discussions provided valuable insight into the interests (and concerns) surrounding the introduction of this measure. In addition, research was conducted to substantiate the choices that could be made in the development of the measure and to assess its effectiveness. The outcomes of the discussions and research led to a new proposal, which we presented in February during two informational meetings. 

Information Session, August 20, 2026

The details of the measure “When to Compensate for Raising Water Levels” will be included in the draft 2027 Water Board Regulation, which is expected to be published for public review on August 26, 2026. For those interested, we are organizing a virtual information session on August 20, 2026, from 7:30 p.m. to 8:30 p.m., during which we will explain the measure.
