Measure 'Raising = compensating in low-lying areas'
The draft Water Board Regulation 2025 included proposals for rules for low-lying areas. The many responses we received showed that there was considerable concern about the possible effects of the measure. In response, on December 3, 2024, our executive committee decided to remove this theme from the proposed amendment to the 2025 Water Board Regulation and to postpone it until a subsequent amendment to the Water Board Regulation. In 2025, we entered into discussions with stakeholders to develop a version of the measure that would enjoy greater support and understanding. The final measure will be submitted in 2026 as part of the public consultation procedure for the 2027 Water Board Regulation amendment.

Participation Process
In 2025, HHNK held discussions with various stakeholders regarding the development of a new proposal for the measure “When to Compensate for Land Reclamation.” These discussions provided valuable insight into the interests (and concerns) surrounding the implementation of this measure. In addition, research was conducted to assess the rationale behind the choices that could be made in developing the measure and to evaluate its effectiveness. The results of the discussions and research led to a new proposal, which we explained during two informational meetings in February and a virtual informational meeting on August 20.
