The Hollands Noorderkwartier Water Board intends to lease the parcel described below

A lease is being offered for the primary flood protection embankment, which is used for pasture farming, near Oosterdijk, Andijk/
, Enkhuizen.

Use and special features 

The flood control structure serves a hydraulic engineering purpose and can be used for pasture farming and/or
for grass and hay production. 

Type and term of lease 

The Water Board is offering a deregulated lease agreement for a term of 6 years
for the period from July 1, 2026, through June 30, 2032.

Lease terms and conditions 

Lease agreement to be concluded (see below). 

Lease price 

The lease price is not included in the selection criteria. The lease price has been set at €225 per hectare (
). The total annual lease price is therefore €236.25.

Criteria 

  1. The tenant operates an agricultural business on a commercial basis. The tenant must demonstrate this by providing
    and enrolment the Chamber of Commerce under the SBI code for Agriculture. The provided Chamber of Commerce
    number will be verified. In case of doubt, the enrolment will be enrolment the selection process.



  2. The leased parcel is located within a kilometre radius kilometre the lessee’s farm. When calculating the distance, the center of the leased parcel is used as the reference point relative to the center of the address at which the agricultural business is enrolled  with the Chamber of Commerce.
  3. The leased property must be operated by the lessee himself.
  4. The tenant must be able to comply with the lease terms and conditions as set forth in the
    lease agreement.

  5. The tenant must comply with the other conditions set forth in the Real Estate Policy and its Implementing Rules regarding this matter.

  6. Since this plot covers an area of approximately 1.05 hectares, it can also be made available to hobby farmers (not a lease). They can also enrol at
    . However, commercial farmers have priority in the selection process, and the
    hobby farmer must live within a kilometre radius kilometre the published plot
    . For hobby use, a lease agreement will be concluded with the user
    for a maximum of three years (July 1, 2026, through June 30, 2029).

  • Interested parties who meet the specified criteria may enrol May 24,
    , 2026.
  • enrolment by filling out the registration form using E-herkenning.
    (see the registration button on the previous page).  
  • Entries received after 11:59 p.m. on May 24, 2026, will not be considered in the
    evaluation.  

  • If multiple bids can be selected, the contract will be awarded by lottery. For this purpose, the water board refers to the Implementation Rules for Real Estate Policy.
  • The drawing will take place within two weeks of the deadline. The drawing will be conducted by Grondzaken
    in the presence of three witnesses.
  • A written record of the award will be prepared. Each bidder will be notified of the results

Disclaimer

The water board reserves the right to ultimately decide not to award the contract and to take on the maintenance of
itself (at a later date). 

Other information

The tenant is responsible for submitting the report to the RVO. The water board accepts
no responsibility or liability whatsoever in connection with this report, nor for the
conditions set by the RVO or the obligations the tenant enters into with the RVO. The
water board is also not liable should the description or use of the
leased parcel fail to meet the requirements set by RVO, nor for any reductions or
penalties imposed on the tenant as a result.
