Registration designation

A political group (party) that wishes to participate in the election for members of our general board under a specific name (‘designation’) can register this name. The designation will then appear above the list of candidates and on the ballot paper. You must submit a registration request to the central electoral committee for the election of the general board of the Hollands Noorderkwartier Water Authority. You must use the registration form for registration. You will find this at the bottom of this page.

Submission deadline

Your registration request had to be received by the central electoral committee no later than December 19, 2022. This also applied to the deposit. 

Who needs to register?

A political group that already has a seat on our general board does not need to register. This also applies to parties that are already registered nationally in the Electoral Council's register for elections to the House of Representatives. Registration was therefore only necessary if you wanted to participate in the elections with a new party.

Incidentally, you are not obliged to register a designation. If you do not do so, you can participate in the elections with a 'blank list'. In that case, only a number will appear above the list of candidates, without any names.

Appendices

You were required to include the following documents with your registration request:

1. notarial deed (copy) setting out the articles of association of the political group and demonstrating that political activities are carried out in some way. The political group must be an association with full legal capacity or a foundation;
2. proof of enrolment original) with the Chamber of Commerce (not older than six months);
3. proof of payment of the deposit;
4. statement of the appointment of an authorized representative and a substitute authorized representative. This statement is part of the registration form.

Security deposit

The registration deposit is €225. Payment must be made by transferring this amount to account number NL16 NWAB 0636 7539 99 in the name of Hoogheemraadschap Hollands Noorderkwartier, stating 'waarborgsom registratie verkiezingen' (election registration deposit). After payment, you will receive a proof of payment. The deposit will be refunded if your group submits a valid list of candidates for the upcoming election. The deposit will be refunded to the account number from which it was paid.

Spelling of designations

• The designation consists of a maximum of 35 characters. These are: letters, possibly supplemented with numbers or other characters, provided they are functional in relation to the rest of the designation. Punctuation marks and spaces are not counted.
• Make a clear distinction between upper and lower case letters in your writing. This distinction is reflected in the designation.
• There is no point in using a special font. The same applies to the use of italics, bold or underlined characters. This layout will not be reproduced in the designation.
• Logos, figurative marks, images, or emoticons are not registered.

Assessment designation

The central electoral committee will review your designation. A negative decision may be made in the following cases, among others:

• The designation is contrary to public order.
• The designation is confusing because it corresponds entirely or substantially to a designation already registered for another political group, or to a designation for which a registration request has previously been received.
• The designation is confusing because it corresponds entirely or substantially to a designation registered for the benefit of the House of Representatives.
• The designation is otherwise misleading to voters.
• The designation contains more than 35 letters or other characters.

Signature of authorized directors

The names and positions of the authorized directors must correspond to the information in the articles of association and the certificate of enrolment the Chamber of Commerce (Commercial Register).

Decision by the central electoral committee

It is important that your request is received by us on time and complete, with all the required documents. The deposit must also be received by us on time. If this is not the case, the central electoral committee will not process your request for the upcoming election (2023). You will receive confirmation of receipt of your registration request. This will state the period within which the central electoral committee expects to make a decision on your request. The decision will be published in the Waterschapsblad, which can be viewed at www.officiëlebekendmakingen.nl.
