Reduced water system levy rate
If you own one or more homes, commercial properties, or agricultural land, you do not benefit from the protection provided by dikes for this real estate. The risk of flooding is greater outside the dikes. You therefore pay a reduced rate of 25% for the water system levy for owners. The water system levy covers many other costs, which is why owners and residents of areas outside the dikes also pay a share of 25%.
More than just dikes
Because almost the entire northern part of North Holland lies below sea level, water must be continuously pumped away—via a system of pumping stations, ditches, and canals—to keep feet dry. These pumping stations also drain rainwater. And during droughts, they bring in water from the IJsselmeer and Markermeer lakes. These pumping stations need to be maintained, sometimes renovated, and occasionally we build a new one. The water level in all these waterways must be regulated. Improving water quality, mowing and dredging the ditches, and contributing to biodiversity are also paid for from the proceeds of the water system levy.
Everyone contributes
That is why all residents and businesses contribute to the water system. You pay not only for the protection of your personal property, but also for the water system in the entire area in which you live, work, and recreate. Incidentally, this is not a choice made by HHNK; according to the Water Board Act (Art. 121), a maximum discount of 75% may be given on the water system levy.
